A dual study program does not only consist of theoretical lessons, as you will be taught a lot of interesting practical content from your future professional life during your studies. To this end, the course is divided into theoretical and practical phases. You complete the theory at the university and the practical elements are taught at the recruitment and training authorities.

During your studies, there are a total of four academic study phases and five practical phases.

The theory

You will be taught the theoretical content of your studies at one of the locations of the University of Applied Sciences for Police and Public Administration (HSPV). You can find a specific overview here.
The theory of the degree program is varied and teaches you core elements of public law as well as in-depth knowledge of financial management, constitutional and European law and social science fundamentals.
The degree program is divided into six different module groups (i.e. subject blocks), with two additional compulsory elective blocks allowing you to set individual priorities.
One module, for example, is personnel law. Here you will learn, among other things, the legal basics of human resources.
Corresponding sub-modules of this main module are, for example, civil service law and labor law. Legal methods and accounting, for example, also form modules of the degree course.

The practice

During your studies, you will not only have theoretical learning phases at the university, but also practical phases in which you will learn exciting facts about your future professional life.

In the practical phase, you will complete a type of internship at a police authority close to your home and get to know a wide range of tasks and departments. For example, you will learn how contracts are reviewed or how investment planning works at a public authority. However, taking part in job interviews or getting to know the recruitment process are also possible areas of responsibility during the practical phases.
During the practical phases, you will also learn about firearms law, for example, and take care of checking personal suitability and reliability when applying for "small firearms licenses" and administrative offence procedures.
